Perigon Group is partnering with City West Housing to recruit an experienced IT Manager to establish and lead its internal technology function.

City West Housing is an independent, not-for-profit housing provider, with a focus on developing, owning and managing affordable rental housing in Sydney. The Role:

City West Housing operates with a lean internal technology function supported by a Managed Services Provider, cybersecurity advisers and specialist application vendors.

This is not a day-to-day technical support or infrastructure engineering role. As the organisation’s internal technology leader, you will provide strategic direction, manage suppliers and ensure technology services remain secure, reliable and aligned with evolving business requirements.

Initially reporting to the CFO, you will manage a Systems Administrator and partner closely with the Leadership Team, Operations Support Team, Project Management Office and external technology providers.

The Responsibilities:
  • Own and deliver City West Housing’s three-year ICT strategy and annual technology roadmap.
  • Manage ICT operating and capital budgets, expenditure forecasts and procurement.
  • Oversee the MSP and other technology partners, including service levels, performance reviews and escalations.
  • Maintain ICT and information security policies, standards and governance frameworks.
  • Oversee the cybersecurity program, technology risk register and remediation activities.
  • Prepare technology and cybersecurity reporting for management, the Board and its Finance, Risk and Audit Committee.
  • Lead projects including SharePoint, information management, office and property fit-outs and infrastructure for new sites.
  • Oversee the performance, lifecycle and integration of core business applications.
  • Identify opportunities to improve business processes through automation, digital tools and AI.
  • Support staff adoption of Microsoft 365, Copilot and other digital platforms.
  • Lead and develop the Systems Administrator while building City West Housing’s internal technology capability.
The Requirements:
  • At least five years’ experience in ICT management, technology leadership or senior technology coordination.
  • Experience working within an outsourced or co-managed IT environment.
  • Broad knowledge across ICT systems, infrastructure, cybersecurity and business applications.
  • Demonstrated vendor, contract and service-performance management experience.
  • Experience developing technology strategies, roadmaps, policies and governance processes.
  • Technology budgeting, procurement and expenditure-management experience.
  • A track record of leading technology implementation, transformation or organisational change.
  • Strong written and verbal communication skills, including engagement with senior stakeholders.
  • A relevant tertiary qualification or equivalent professional experience.
Experience within community housing, property, asset management, not-for-profit or another regulated environment would be advantageous. Exposure to housing or property-related systems, Microsoft 365, SharePoint and establishing an internal IT function would also be highly regarded.
